Abstract:One of the aims of this paper is to review the statutory provisions and the operational aspects of the various post-independence censuses with a view to identifying those elements which exacerbate the inter-state rivalries and give occasion for such rivalries to affect census reliability. The other aim is to suggest a modified structure and strategy for census administration capable of reducing the competitive and inflationary trends at state level as well as the administrative and technical problems of accurate census taking. Sections: Introduction - Post-independence census organisation and problems - Strategy for future census - National Population Commission - Data Collecting Division - Training of field staff - Data Processing Division - Publications Division - Administrative Division - Costing the census - Conclusion.
