Abstract: | One of the aims of this paper is to review the statutory provisions and the operational aspects of the various post-independence censuses with a view to identifying those elements which exacerbate the inter-state rivalries and give occasion for such rivalries to affect census reliability. The other aim is to suggest a modified structure and strategy for census administration capable of reducing the competitive and inflationary trends at state level as well as the administrative and technical problems of accurate census taking.
