Abstract: | The present structure of local authorities in Uganda falls into two principal categories, the urban authorities (Urban Authorities Act 1959) and the district administrations (Local Administrations Act 1967). Two main points are illustrated in this paper: firefly, the virtual impossibility of applying standard legislation of a financial nature to all urban areas or to all districts, let alone both categories. Secondly, the difficulties of financial administration particularly in the larger and sparse districts, but alao in the small towns which are not able to either afford or attract capable staff.
