Abstract:Comment on the 1957-58 budget and the speech in which the Financial and Development Secretary presented it to the House on April 24. The so-called Constitutional Grant (i.e. the 'federal payments' part of revenue) has fallen from 570.000 in 1954-55 to 200.000 in 1956-57 and to a budget estimate of only 51.000 in the in the present financial year. World market conditions have played only a minor part in the decline of revenue: the major part has been due to faults in the constitution and in Federal Government policy, and, especially, the disastrous financial policy pursued by the Cameroons Development Corporation for 3 Or 4 years up to 1956, which will inevitably react on the territory's revenue for some years.
