Abstract:What the budget documents and speeches can tell about the present financial positions of the 4 governments, and in particular about the financial relations between them. One essential lesson of the last few years is the inevitability of change in the distribution of revenue - which now takes place according to the outdated CHICK proportions - and of the need to design institutions to take account of the fact. The varying fortunes of Nigeria's exports, coupled with the extent of Regional specialisation, suggests that the burden of change is best borne by a central government able to some degree to offset losses in one direction against gains in another.
