Abstract: | Attempted is to quantify certain conditions that are necessary to ensure the success of a Universal Primary Education Programme. In arriving at these conditions particular attention was given to Nigeria's educational planning problems in the past two decades. Final conclusion is that the ultimate success of the universal primary education will depend upon the dedication, attitude, determination and enthusiasm of all men and women that are involved in the implementation process.
