Abstract:The C.A.F.R.A.D. seminar held in Tanger, 21 May-7 June 1968, was visited by over 40 civil servants from 26 different African states. C.O. Casely Mate (U.N.E.S.C.O.) presided most of the sessions and presented a paper on 'Administration of Education and Implementation of Educational Planning'. Dr. Abdelaziz El Koussy presented a case etudy on educational planning in Libya. J.H. Gilaer (U.N.E.C.A.) dealt with 'The Ruralisation of Primary Education in Africa: problems of adminictrative organisation'. Ali Hassan Abdalla (Khartoum) dealt with the role of local authorities in education in Sudan. R.L. Mitchell (formerly I.L.C.) discussed the managerial aspects of educational administration and made comparisons between the public and the private sector. R. Hennion and N. Bodart (Dakar) spoke about 'The Concepts of educational Productivity, Output, Viability, and Efficiency'. Two working parties discussed 'the implementation of specific projects or operations' and 'aspects of the decision-making process'. M. El Machrafi (Moroccan Ministry of Educ.) presided over the closing sessions.
