Abstract: | Until 1961, Portugal's presence and colonial policy in Angola were often characterised as static. Whether the post-1961 legislation and reforms have been substantial in Portuguese Africa or not, it is certain that some changes have occurred. The striking feature of policy in Angola since 1961 has been the attempt to fulfil the promises and plans of several generations of colonial thinkers since Sá de Bandeira, and to execute in practice internal reform by means of new investment, health, education, and welfare programmes, and more European colonisation. Policy changes, however, have been quantitative rather than qualitative. One of the major instruments of policy in Angola, of course, has been the armed forces. This article presents a tentative analysis of the role and character of the army in Angola, before 1961 and after. Ref. |
