Abstract:Considers the policy implications for public finance of the proposals presented at the Conference on the Harmonization of Industrial Development Programmes in East Africa, held at Lusaka, Zambia, 26 October-6 November 1965. The roles of public investment and domestic investment are treated, Policy aspects of public finance for industrial development and the effects of industrial development on public revenues are discussed. Suggestions are offered on the appropriate combination of incentives and responsibilities to assure continned foreign private investment in African industrialization programmes. As the most essential requirement for foreign investment the existence of a favourable investment climate is recommended. Although the paper deals more particularly with the East African sub-region, its contents are generally applicable to Africa as a whole.
