Abstract: | This report results from a Commission of Enquiry established by the ex-President in April 1965, following minor social disturbances and public comment due to the rapidly rising prices and shortages of both local and imported goods. The terms of reference included the investigation of the passbook and chit system used in trade between importers and wholesalers; this system was held to be largely responsible for whortages of imported goods since it gave opportunities for favouritism and hoarding. The Report also included an investigation into the pricing and distribution of goods, and this involved an analysis of methods of trading in local agricultural produce and fish. References. |
