Abstract:This study of the Joint Bantu Advisory Board of Port Elizabeth reveals the role of an Advisory Board councillor, the 'Black urban broker'. This functionary is the link between the Black township dweller and White administration, in so doing establishing liaison between two life-styles, cultures and different value systems. Suspended between these two worlds he has to manipulate both systems. The study shows that the various styles and strategies adopted by councillors did produce some results in spite of the strictures placed upon them. It is also shown that the activities in the boardroom are not just a public face or a charade hiding the real business which goes on behind - in subcommittee meetings, in personal transactions and press negotiations.
