Abstract: | The author seeks explanations for the uneconomic application of modern technology often encountered in Africa. In pursuing this aim he confines himself to the behaviour and the attitudes of the administrative elite whose policies will determine the development policy. The observations are based on a population of administrative cadets undergoing their pro-entry training in the National School of Administration.
