Abstract: | Urban poverty in Zimbabwe is increasing at unprecedented levels. The greatest potential for alleviating poverty lies in a developmentalist approach. The development of the informal sector, in particular, promises to empower the poor to meet their basic needs. Suggestions for promoting the growth of the informal sector include the adoption of a multisectoral approach to urban poverty alleviation, the adoption of informal-sector-friendly by-laws and legislation, the provision of adequate and strategically located work premises, the extension of credit facilities and training opportunities for informal sector operators, supporting informal sector operators through subcontracting, facilitating the formation of informal sector associations, and the establishment of an informal insurance fund.
