Abstract:An experiment in local government training was the correspondence course for finance staff which was started at the end of 1964. This course has its origin in recommendations made by a United Nations Urban Planning Mission in 1965. The objectives were: 1. To provide free training in local government finance at the lowest possible cost for the greatest possible number of junior intermediate and senior finance officers employed by local authorities and public utilities - 2. To provide Uganda with its own professional qualification and Institute for finance officers - 3. To provide a high standard diploma to assist in measuring an officer's potential for salary increase and promotion. Successively the article exposes the staffing and administration, the trainees, the training method, the syllabus, and the examinations and diplomas of the course.
