Abstract:Shortened version of an 'Introductory report on the teaching of administrative subjects and the training of civil servants in Africa', prepared for the UNESCO. Used as a background paper by the Conference on the Development of Higher Education in Africa (Tananarive, 1962). This article deals with the question: To what extent should the organization and content of higher education in the sphere of public administration in Africa be modelled on the more highly-developed countries or, on the contrary, assume a specifically African Character? The discussion involves both theoretical and practical questions. The article draws attention to the main data of the problems invloved, dealing respectively with questions on the organization of the teaching of administrative subjects and those relating to the possible content of that teaching.
