Abstract: | The field examined is staff development for administration and management. The author concludes that it will he first necessary for a searching re-appraisal to be made of staff development progress in the public services since independence. This should be accompanied by an assessment of the ability of the public service to meet their present responsibilities and those of the future. There must be effective co-operation between all the partners in the governmental organisational structure and this is no less necessary between the State government and the local authorities and between training institutions. Forward planning of staff development programmes will be essential, which should also contain provision for training in supervision and leadership. |
