Abstract:Desires for continental coordination and unity are obviously sincere. However, it is difficult to accomplish anything concrete at that level. Subregionally, specific accomplishment are plentiful. Whether benefits African unity is a genuinely debatable point. The 1980s are likely to see prospering alliances of a subcontinental nature, but they may, in fact, mean trouble for the continent's overall security prospects. To counter this trend, the essential ingredient will be political committment entailing concessions of sovereignty and drawing on the undeniable reservoir of desire to make 'Africa' mean something significant in world affairs.
