Abstract:The author argues that such resources as credit, communal cash funds, marketing information, appropriate technology, and rural education programs are necessary for women before they can become autonomous participants in rural development. Such efforts must be designed by and for women and geared to fit into the seasonal work cycles of rural women. Given that national governments often lack the desire, or are frustrated in their attempts, to target such resources to women, the author suggests that independent private volunteer organisations (PVOs) rather than governmentally controlled one may be more effective tools for reintegrating women into development.
