Abstract: | A pervasive crisis has overtaken the Tunisian republic: a crisis of values in the light of the failure of Bourguibism to establish a firm secular culture; a crisis of society given the context of deteriorating social norms and the rise of classes with rapidly evolving world views; and a political crisis in view of the inability of a monoparty system to gather and consolidate interests and mobilise national forces for new development initiatives. Given that the military leaders perceive civil disturbances such as took place in 1978 and 1984 as a deterioration of the civilian authority which by mandate the armed forces are under obligation to support, it is fair to ask what role the military will play should the stability of central government prove to be uncertain in the future. The answer may well depend on the constraints imposed on the military as an instrument of national arbitration by the present crisis. Notes. |
