Abstract:A study of revenue sharing in Nigeria from 1946 to the present, focusing primarily on whether or not the sharing formula applied the three generally accepted principles of revenue sharing among different levels of government in federations, viz. deficiency transfer, equalization transfer, and categorial grants. The author concludes that the three principles were applied either directly or indirectly most of the time. However, the Phillipson Commission on Revenue Allocation 1946 recommended the application of the principle of derivation, which created considerable controversy in the context of the polyethnic nature of Nigerian society.
