Abstract:Purpose is to examine some of the issues and problems arising from efforts to encourage short-term recovery and to achieve political, economic, and social development, particularly in the rural areas. First, some of the critical issues are identified. Second, the current state of rural economic and social processes is outlined. Third, proposals for promoting the revival of agricultural development, essential rural institutions, and the delivery of basic services is explored. Finally, the paper concludes with some observations on the possible advantages of applying an integrated approach in Uganda. Ref.
