Abstract:Is United States' foreign policy made by the institutions of government or is it directed by the nation's business and financial leaders? In the U.S. there is concern at the close relationship between, privately advanced credit: on, the one hand and U.S. government loans and aid on the other. The art. examines both issues regarding some African countries (e.g. Egypt and Zaire). Discussing some aid programs that are attempts on the part of the U.S. and the developed countries to deal with the growing need for long-term resource transfers in the most seriously affected countries, the author holds the view that there is still a distinct interest displayed by U.S. policy-makers in keeping separate the question of debt rescheduling and development assistance.
