Abstract:Since independence, it has been an abiding policy of the government to approach the process of industrialization from the point of view of encouraging the establishment and expansion of import-substitution industries. Various aspects of the import substitution policy have already been examined, i.a. the foreign exchange implications and the effect of protective tariff on industrial growth and domestic prices. One aspects of this which has not been examined is the welfare or social cost of protecting import-substitution industries. This paper examines this aspect specifically in relation to the sugar manufacturing industry.
