Abstract:The author gives a review of the Congo Basin Treaties in which the commercial policy of equality of economic opportunity, followed by the several countries comprising the vast area of the conventional Basin of the Congo in Central Africa, was enunciated. After examination of the Berlin act of 1885, the Brussels Conference of 1890, the conference of St Germain- en-Laye of 1919, the period of Mandate and Trusteeship and the subsequent developments in the conventional Basin of the Congo, she draws the conclusions that although the principle of non-discrimination was repeatedly affirmed the principle of absence of tariffs did mot stand the test of time. Duties were allowed, but absence of discrimination, however, has tended to keep these tariffs low.
