Abstract: | This paper evaluates the outreach and viability of Savings and Credit Cooperative Societies (SACCS) in Swaziland, with a view to determining their potential in contributing to a more efficient financial intermediation catering for the needs of small and medium-scale borrowers. Focusing on a sample of six SACCS (Kusile, SNAT (Swaziland National Association of Teachers), Mhlume, Lukhotse, Sibonelo and Asikhutulisane), the paper examines their growth and financial performance and analyses the reasons for their success in a field where failure is common. Special attention is given to the experience of Asikhutulisane, the largest and most successful society, and the only society in the sample with a client base covering all economic sectors and including the poor as well as the relatively rich. It is argued that SACCS in general, and Asikhutulisane in particular, appear to have the potential to address the factors that constrain commercial banks from reaching out to more small and medium-scale borrowers, as well as the sustainability problems often encountered by government-supported financial intermediaries.
