Abstract:The educational policy approach centred on the needs of the poorer groups raises a number of theoretical and practical questions. How are educational needs to be identified, who is to identify then, how will priority be established, and how can the educational projects designed to satisfy the needs once identified be implemented? With the sylvo-pastoral zone of Koya, in the northern part of the Ferlo in Senegal as frame of reference, the author offers a number of elements for reflection on some of these questions, with the aim of (1) shedding light on the general problems involved in the relations between movements of semi-nomadic peoples/ educational system/ development strategy, within the context of a poor area; (2) showing on the basis of an analysis of the demand for skills which manifests itself in this zone the need for a socio-political analysis which will make it possible to transcend the stage of sporadic actions; and (3) promoting an education appropriate for this environment, by divorcing it from the present school system.
