Abstract: | This paper seeks to outline the range of class structures which had already emerged prior to the imposition of colonial rule, and to indicate the way British colonial rule influenced and was affected by these diverse structures in different areas. On this basis, an effort is made to generalize from some of the fragmentary evidence as to the way classes thus shaped have influenced decisions affecting post-independece development programmes in the former British colonies. Finally, the paper outlines some of the basic principles relating to institutional changes suggested by this evidence which have ensured or might be made to ensure that those who stand to gain from development proposals may participate more effectively in all levels in decision-making affecting the development process.
