Abstract: | 1. Examines the three main concerns of government: a. the preservation of the tribe as a political unit; b. the promotion of legitimate rather than secret political activity; c. the maintenance of at least the appearance of control or, failing that, maganimous devolution - 2. Considers the overall difference in attitudes between government and the missionary societies, together with the political implications of the varied denominational outlooks - 3. Suggests that the crucial African pressure in the period between the Wars was not political but demographic and economic, and that government's realization of this fact set new limits to its readiness to listen to the specifically political demands.
