Abstract: | The Mauritanian Republic is not an historic state, though if tribes and if ethnic and racial components have their own particular histories sung by igfawiyun (bards). Mauritania's cost crucial and vexing problem is not one of economic development. It is, rather, tribalism and racialism exacerbated by the annexation of the southern third of the former Spanish Sahara, and the impact these have on the nation's aim for social, political and economic cohesiveness. A historical, ethnological and political review of the Mauritanian region, from the Neolithic age onward, serves as a background for the understanding of the governmental structure of the country since independence in 1958. It was since 1957 (Loi-Cadre) that a Conseil de Gouvernement operated under Moktar Ould Daddah of the monastic, francophile, tribe of the Oulad Birri. Ould Daddah's policy is presented in detail.
