Abstract: | This paper assumes that the problem of agricultural development in many developing countries may be found in the organizational and operational structure of the institution set up to handle its development and the communication networks designed to channel information within its various internal components as well as the external audience. The author explores the organizational and operational structure of the Ministry of Agriculture and Natural Resources (MANR) which is actively involved in disseminating useful information on improved farm practices in Western Nigeria; he analyses the content of the Ministry's message to the farmers and the techniques used by the change agents in disseminating this information to the clientele, he suggests ways of improving the communication system in order to give better service to its clientele.
