Abstract:Biographical study of Christopher Alexander Sapara Williams (1855-1915), Lawyers formed a special group among the educated Úlite, providing a sizeable proportion of the Nigerians who served in the Legislative Councils in colonial times. A close study of their contributions in the Legislative Councils does reveal now much they influenced policies that governed developments in colonial Nigeria, thus underlining a generally overlooked factor by writers on modern Nigeria, namely, the degree of indigenous participation in the formulation of policies during the colonial era.
