Abstract:In April 1965 The Report of the Presidential Commission on the establishment of a Democratic One-Party State was published and it became the basis of the new one-party system in Tanzania. The system has now been in operation for almost a decade, and the author makes an assessment of the extent to which the goals are being realized and whether the system is moving in the direction likely to achieve those goals. First he gives a brief review of the Report. His conclusion is that the system is far from being perfect and that there is much room for improvement, though much progress has been made in introducing a one-party system that is democratic as well.
