Abstract:Administrative constraints on development, and African responses to them, are described, in particular the function of management training institutions in Africa. There are four types of such institutions in most African countries: universities, national training institutes (generic or sector specific), ad hoc ministry or project-based training programs, and regional (multicountry) institutes. A number of the last type are mentioned by name and described in brief. Two recent developments represent positive incremental steps towards better management development in Africa. One, conceptual, consists of the gradual bridging of the types of activity necessary to macro and micro levels of development action and the acknowledgement that operational concerns are neither subject to comprehensive preplanning nor dictated by central institutions. The second positive development is to be found in the renewed efforts by African statesmen and donor institutions alike to identify institutional responses to the dearth of appropriate management development.
