Abstract: | After an outline of the essential premises of the dependency and Marxist theories, an alternative approach is advanced which combines elements from both perspectives. In the light of this approach, an analysis is offered of the forces that generated and were, in turn, affected by British Colonial Development and Welfare in Africa. The author argues that the Colonial Development and Welfare programme, with its emphasis on the construction of infrastructure and public services such as education, medical and health services, housing and town planning, was a policy instigated by the imperatives of British post-war economic reconstruction, designed to placate hostile world opinion, and tempered by colonial pressures for political transformation and demands for rapid colonial development. In short, the programme was part of a process of capitalist expansion. Notes. |
