Abstract:In 1975 the Spanish statesman and scholar Don Salvador da Madariaga was working in Switzerland on his ideas for a new democratic constitution for a post-Franco Spain. As the result of an interview he had with Roy Macnab he prepared an article in which he exposed his ideas on South Africa's search for new constitutional forms, which ideas were based on his book 'Democracy versus Liberty'? It is this article, unique in its own right, which is presented here. In his book 'Democracy versus Liberty?' the author set out what seemed to him to be a better way of achieving democracy than by the system of universal suffrage for representation in a central parliament - the Westminster system. Some of these ideas he, as a liberal, believes would be helpful today to countries like South Africa whose particular political problems are demanding increasingly a different set of democratic institutions from those given to it by Britain.
