Abstract: | This article discusses current trends in development planning in South Africa, arguing that it is important to review the institutional framework, in particular legal and constitutional factors, to understand the problems being faced and the progress made. Public health is analysed as a case study, but there is also a focus on local government. The article further argues that poverty is widespread, especially in rural communities, and planning has to develop the capacity to respond to this challenge. The article analyses some key issues related to capacity, identifying where there appear to be deficits and what the remedies might be. It looks at existing legislation - the 1996 Constitution, the Development Facilitation Act of 1995 - but also reviews proposals for reform that may be of interest, especially where their implementation is imminent and their impact is likely to be of some force.
