Abstract:This article discusses the legal and policy responses to the problem of refugees and internally displaced people in Uganda. It examines the inadequacy of the policy and legal framework, observing that it is not in compliance with the international refugee conventions. The present law, in particular the Control of Alien Refugees Act, 1964, contravenes human rights instruments, the UN Charter and even the 1995 Constitution of the Republic of Uganda. Because of the government's perception of refugees as a temporary problem, it deals with refugees as the situation demands. Internally displaced people are not legally protected. New legislation should avoid the perception of refugees as a temporary problem and an inconvenience. Notes, ref.
