Abstract: | Given its reliance on subsidized animal health services, the diverse nature of its production environments and the limited resource base of the producers, the smallholder dairy production system in Kenya is selected in the present study to assess the impact of the withdrawal of subsidies and the privatization of animal health services. A study was undertaken between 1995 and 1997 to assess the progress of the privatization of animal health and artificial insemination services. Two regions representing smallholder dairy cattle production systems, one in the upper midland zone (Meru District) and the other in the coastal lowlands zone (Kilifi District), were selected. The article argues that the current public sector animal health delivery system in Kenya is suboptimal. It facilitates rent extraction from livestock farmers by the public sector operators. In addition, their use of government facilities for private work provides them with an unfair competitive advantage over private practitioners. Recommendations for improving the structure of animal health services conclude the paper. Bibliogr. |
