Abstract:This paper examines the likelihood of success of a total ban on hazardous waste import into the continent of Africa. It compares several provisions of the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement and Management of Hazardous Wastes within Africa (1991) and the Basel Convention on the Control of Transboundary Movement of Wastes and their Disposal (1989). The comparison covers the role of the Conference of Parties; definitions and the scope of application; and obligations imposed. New developments in the Basel Convention are examined. The recent developments give a ray of hope for institutional arrangements banning the movement of hazardous substances into the continent of Africa. Notes, ref.
