| Abstract: | There is an urgent need for a comprehensive and concerted effort to strengthen and improve the ability to respond to conflicts in Africa, in particular through the OAU Mechanism for Conflict Prevention, Management and Resolution, which was announced in 1993. This article discusses the concept of collective security within the context of transnational security threats. It traces the development of the OAU Mechanism as a collective security system, including the establishment of its Central Organ, notes the positive developments the OAU Mechanism has made towards enhancing African security, and makes recommendations that could further enhance the effectiveness of the Mechanism. The key focus areas in which the Mechanism could be strengthened over the next decade are policy development, preventive diplomacy, peace missions, civilian missions, peacekeeping, and the relationships between the OAU, the UN, other regional bodies and subregional organizations in Africa. The OAU has to develop and operationalize a comprehensive policy framework in order to integrate the various components of the overall management system into one consistent whole.
