Abstract: | This article examines the evolution of decentralized administration and local government management in Nigeria from the precolonial period through the colonial period to the pre-1976 reform period, the 1976 local government reforms and subsequently to 1992, and the degree of success or failure of the changes introduced. Specific issues in local government management in Nigeria which remain contentious, despite attempts at reform, include the functions, funding, autonomy and performance of local government, and State-local government relations. In order to be able to act as an instrument for socioeconomic transformation, the constraints to effective and efficient local government performance must be removed.
