Abstract:This paper argues that a lasting solution to one of South Africa's race relation problems - those between Africans and Indians - has not been attained because solutions to the tensions and conflict have been at leadership level only and have not included the direct involvement of communities. It argues, moreover, that over the years the embers of conflict and tension have been stoked by the former State and by merchants who benefited from such tensions and fomented conflict between the two groups. The advent of the new South Africa in 1994 gave many hope that conditions would be conducive to searching for a lasting resolution. However, recent events suggest that postapartheid conditions may not be as conducive to such a resolution as was previously anticipated. On the landscape of African-Indian relations, two incidents stand out as evidence of the consequences of ignoring tensions and conflict between the two communities, viz. the 1949 violence in Cato Manor and the 1985 violence in Bhambhayi, both in KwaZulu Natal.
