Abstract: | Good governance entails a certain judicious combination of good management of political power and the efficient utilization of economic resources. The Lesotho Ombudsman has a critical role to play in fostering good governance and development - in protecting human rights, ensuring accountability on the part of public officers, exposing corruption, and promoting gender parity. The Ombudsman faces enormous challenges, which can potentially emasculate his office. The limits on his powers, public ignorance and parliament's cold attitude towards the office, financial constraints and the office's lack of complete autonomy from the State, are some of the critical hurdles confronting the Lesotho Ombudsman. The Ombudsman's powers need to be widened to cover the hitherto immunized public offices, his budget needs to be increased, and his office to be decentralized. His method of appointment should be changed to guarantee true impartiality, and there should be a commitment by government to heed the Ombudsman's recommendations. Notes, ref. |
