Abstract: | The 2001/02 budget in South Africa has continued the comprehensive overhaul of fiscal policy which was begun in the 1990s.The budget was warmly received and this paper sets out the examine what the longer-term perspectives might be, especially the role of the fiscal aspects. For instance, one of the aims is to strengthen the supply side and weaken the government's claims to resources, thus cementing the recent break with public sector expansion. There can be no doubt that the fiscal consolidation and reforms of the past few years are beginning to bear fruit in the form of a sounder overall fiscal situation, the availability of more resources to tackle microeconomic and structural hindrances to accelerated economic growth, and sounder systems of fiscal management. The pain can be said to have brought gain, but the battle to elevate the South African economy onto a higher, more equitable and sustainable growth path is far from won. Bibliogr. |
