Abstract:The transformation of welfare in South Africa is examined through a survey of welfare agencies in KwaZulu-Natal. Under apartheid, race was employed as an instrument of control and community work had a 'group' character. Postapartheid welfare policy seeks to increase community participation and eliminate the historic racial character of agencies. Social policy also places the burden of delivery on the voluntary sector. In this paper the age, gender, and racial characteristics of the boards and management of agencies are assessed. Measured by these and other criteria it is concluded that transformation has yet to be realized. Bibliogr., sum. [Journal abstract]
