Abstract: | Examination of the series of crises that affected the manufacturing sector in Nigeria between 1960 and 1995 suggests that these led to the introduction of a number of policy actions, including austerity measures, the declaration of a 15-month national economic emergency in October 1985, and the adoption of the structural adjustment programme (SAP) in 1986. A new industrial policy was introduced in 1989. However, rather than improve the performance of the sector, there was a fall in output and capacity utilization as a result of a shortage of local and imported inputs, low technology and inconsistent policies.
