Abstract: | Budgets normally provide for human resources development through expenditure on health, education, and social services in general. A study of the budget estimates and actual expenditure of the Federal Republic of Nigeria between 1975 and 1994 indicates obvious asymmetry when it comes to human resources development. Much more money has been allocated for defence, general administration and internal security. This has serious implications for the optimal utilization of the country's resources and the standard of living. There is also a need to improve on data collation and information storage in Nigeria.
