Abstract:Southern Africa's current food emergencies are the result of a combination of problems that range from natural hazards, civil conflict and structural poverty to HIV/AIDS, political-economic crises and poor policy decisions. Furthermore, the evidence suggests that many countries and regions that are vulnerable to natural hazards lack the capacity or are poorly prepared to respond. Improving the poor performance of Africa's stagnating agricultural sector is a key to solving the problems of hunger and poverty. Since there are close links between hunger and food security, on the one hand, and a large number of issues of global relevance, on the other, there is a need for international cooperation as an instrument for addressing food insecurity.
