Abstract:This briefing looks at prospects for peace in Sudan in 2003. Following several rounds of discussions, there is hope that the Government of Sudan and the SPLA (Sudan Peoples Liberation Army) may sign a Framework Agreement for Peace in Sudan in August or early September 2003. Key outstanding issues in the negotiating process are the national army; the status of the national capital - Islamic or non-Islamic; accountability for human rights abuses; power-sharing; and the marginalized areas (Abyei, Nuba Mountains, Blue Nile). The briefing also pays attention to the popularization and implementation of the agreement, social and economic issues, the Darfur insurrection, and the US posture on Sudan. [ASC Leiden abstract]
