Abstract:When the length of the transitional period in Burundi was laid down in the Arusha Peace Accords, it was assumed that all the necessary conditions that would make free and fair elections possible would be met by the time the transition came to an end on 31 October 2004. However, this has not happened. Currently the government does not appear to have any clear strategy for the future, and has little by way of funds to tackle Burundi's many needs. This paper focuses on the repatriation and resettlement of internally displaced persons in Burundi and refugees currently living in Tanzania as a critical component of a sustainable peace process in Burundi, both in the short as well as the long term.
