Abstract:The 1999 Constitution of the Federal Republic of Nigeria contains provisions relating to legislative powers and control over public funds. This paper examines the nature and extent of control of public funding in Nigeria. First, it presents an overview of the various aspects of control of public expenditure. Next, it examines the legal framework of parliamentary control of public funds in Nigeria as well as the framework of the control processes. In conclusion, and focusing on the role of the auditor-general, the paper discusses the basic principles for ensuring effectiveness in public sector auditing with a view to enhancing the principles of transparency, accountability and integrity of the financial system.
